Chollas Creek Restoration
This project will remove invasive plant species, re-vegetate the creek with native plants, and re-direct creek flows to reduce flooding. It will also beautify the area with public art works and create places for residents to gather and enjoy the outdoors. A pedestrian bridge across the creek will be added to provide a safer pathway for students attending Horton Elementary School.

Northwest Village Creek Phase 2 – Notice to Qualified General Contractors

NOTICE TO QUALIFIED GENERAL CONTRACTORS

Jacobs Center for Neighborhood Innovation (JCNI) (Owner), invites sealed bids from qualified General Contractors for providing the materials & installation of the Northwest Village Creek Phase 2 project at 4970 and 5050 Market Street and 504 and 602 Euclid Avenue between Market Street and Guymon Street, San Diego, CA 92114.

Sealed bid packages will be returned to Jacobs Center for Neighborhood Innovation at 404 Euclid Ave (third floor), San Diego, CA 92114 no later than 2:00 pm PST on Tuesday, June 9th, 2015. A mandatory pre-bid job walk with the owner representative’s will be held on Tuesday, May 26th, 2015 at 10:00 am PST, to review construction administration procedures, existing site conditions, construction access, staging areas, safety and protection. This project is partially funded by the Federal Community Development Block Grant (CDBG) funds and as such the entire project is subject to Davis-Bacon Wage Determination (PREVAILING WAGE and CERTIFIED PAYROLL); and Section 3 of the Housing and Urban Development (HUD) Act [12 U.S.C. 1701u and 24 CFR Part 135]. Section 3 is HUD’s legislative directive for providing preference to low- and very low-income residents of the local community (regardless of race or gender), and the businesses that substantially employ these persons, for new employment, training, and contracting opportunities resulting from HUD-funded projects. Additional funding is provided by the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Prop 84).

Jacobs Center to Receive National Endowment for the Arts Grant. Award is Among 1,023 Made Nationally.

15-007_ChollasGroundBreaking_100Through its grant-making to thousands of nonprofits each year, the National Endowment for the Arts (NEA) promotes opportunities for people in communities across America to experience the arts and exercise their creativity.

In the second major grant announcement of fiscal year 2015, the NEA will make a $30,000 award to the Jacobs Center for Neighborhood Innovation to support its Chollas Creek Gateways project. The grant will allow the Jacobs Center to work with artists and design teams to develop design concepts for artistic gateways as a complement to the Chollas Creek Restoration Project. The NEA will make 1,023 awards totaling $74.3 million nationwide in this funding round.

NEA Chairman Jane Chu said, “The NEA is committed to advancing learning, fueling creativity, and celebrating the arts in cities and towns across the United States. Funding these new projects like the one from the Jacobs Center represents an investment in both local communities and our nation’s creative vitality.”

“Projects like the Chollas Creek Gateways help enhance the natural beauty of southeastern San Diego’s Diamond Neighborhoods and provide residents and visitors with attractive places to gather and enjoy the outdoors. We are grateful for the support we have received from the National Endowment for the Arts in the past and for this new opportunity to advance our work to revitalize our community” said Jacobs Center President and CEO Reginald Jones.

Over a two-year period, the Jacobs Center will undertake an open competitive process to commission artists/design teams to develop concepts for Chollas Creek Gateways. The project will result in the design of prominent, art interventions announcing a 2.6 acre linear urban park that follows a newly restored section of Chollas Creek. The project supports City of San Diego and community planning efforts to revitalize the creek, which runs through southeastern San Diego’s Diamond Neighborhoods to the San Diego Bay.

Community leaders and residents gather to celebrate the start of the Chollas Creek Restoration Project

Yesterday, City of San Diego District 4 Councilmember Myrtle Cole, County of San Diego District 1 Supervisor Greg Cox, other community leaders and residents gathered in southeastern San Diego to celebrate the start of the Chollas Creek Restoration Project. A groundbreaking ceremony was held at 2 p.m. at the northwest corner of Euclid Avenue and Guymon Street adjacent to the creek.

The project provides several environmental enhancements including re-vegetating the creek with native plants, removing invasive plant species and redirecting creek flows into the low channel to reduce flooding.  It will also beautify the area with public art works and create places for residents to gather and enjoy the outdoors. A pedestrian bridge across the creek will be added as part of the project, providing a safer pathway for students attending Horton Elementary School.

The restoration of Chollas Creek is  part of the our goal to develop the approximately 50 remaining acres owned by the Jacobs Family Foundation over the next 15 years. It also plays an integral part in transforming southeastern San Diego’s Diamond Neighborhoods into a more walkable community and encouraging future investments in the area.

Creek restoration is scheduled to start construction in May and is anticipated to be complete this fall.
